I have, more or less, simply assumed it wouldn't go bad over time because it is acid-based, and I wouldn't assume the acid to degrade over time, but I am not chemist. Either way, it still behaves exactly the same. Mixes out the sames, the diluted star-san looks and smells similar and foams in the same manner and magnitude.

According to its Safety Data Sheet Starsan appears to be made of an aqueous solution of two chemicals, phosphoric acid and dodecylbenzenesulfonic acid (!).
